You should carry out a discussion with the whole community of users. It shouldn't be blocked by debates, more or less animated, between two users with the risk of transforming the communication into a series of attack to others' opinions.
It should promote an exchange of views among all users, instead.

That's true because if two people want to chat with eachother they can start their own chat. When you are a group, you have to wait, så that everyone has the possibility to give their opinion.
